Urgent Alert: The Indiana House passed
two harmful bills. They must be stopped in the Senate!
Thanks to everyone who contacted their State Representative
regarding HB 1080 (Physical Plant Standards without
Grandfather Clause), and HB 1172 (Fetal Pain "Informed
Consent"). HB 1080 will lead to the closure of every
abortion facility in the state. HB 1172 will require health
professionals to give information to patients that is not
supported by medical science and violates religious freedom.
You'll find more detailed information about each of these
bills later on this page.
Despite
all our efforts, an eloquent plea in the legislature by Rep.
Peggy Welch, and even an
editorial in the Indianapolis Star opposing both
bills, the House passed both bills on Feb. 1, 2006. Now, our
focus must be on the Indiana Senate. Both bills will probably
be sent to the Senate Health and Provider Services Committee,
chaired by Senator Patricia Miller. We want to convince Sen.
Miller not to "hear" the bills and/or the members
of the committee to oppose the bills. Following are important
steps each one of us can take:

You may want to consider including some of the points in the
information below.

Tell your friends to take action.
The stakes are high. Tell them this is "not a drill."
We are at serious risk of losing reproductive rights and religious
freedom in the state of Indiana.
If
either or both of these two bills are HEARD in committee,
they're as good as passed and will become LAW. We must encourage
committee members NOT to hear these bills, and if they're
heard, to vote NO.
Now,
more than ever, we must make our presence known to our elected
officials!
Following
is more information about the two bills.
HB
1080--an attempt at an end-run around the authority of
the state department of health and close all Indiana abortion
clinics. This would be a dangerous and alarming development
for the health of women and families of Indiana, and make
it impossible for many women to choose to terminate a pregnancy
if that is the best decision for them according to their personal
and faith beliefs. Some additional points:
- This
bill is the functional equivalent of a BAN on abortion in
Indiana, which is legal under federal law. Legal abortion
will be unavailable by Jan. 1, 2007 in the state of Indiana.
- This
will NOT stop abortions from occurring. Half of unintended
pregnancies end in abortion. Women will still find a way
to have one, at greater risk to their own health and safety,
resorting to illegal, self-induced and dangerous abortions.
- This
is clearly an example of BIG GOVERNMENT and more, unnecessary
regulation. Clinics already pass numerous inspections and
have been deemed by the Indiana State Dept of Health to
be safe. Regulations in the proposed bill were not recommended
by the Indiana State Dept of Health, but were proposed by
Indiana Right to Life.
- This
is a case of double standards and discrimination against
abortion providers. No other regulated health care entity
has been forced into compliance in this manner, including
birthing centers and nursing homes.
HB
1172--would ignore the consensus of the medical community
and require abortion providers to tell women that life begins
at conception and that the fetus may feel pain, statements
that conflict with scientific and medical consensus. This
bill would require medical professionals to tell lies to their
patients, in a blatant attempt to influence their decision
about whether to terminate a pregnancy. The IRCRC believes
women deserve honesty, not lies. We believe women are capable
of making their own decisions about their reproductive health
without the intrusion of Indiana lawmakers who want to force
their own personal beliefs on others. Some additional points:
- HB
1172 is a violation of religious freedom. Religious communities
and faith traditions differ on this age-old discussion which
theologians and philosophers have debated for thousands
of years.
- This
is another example of intrusive big government. Why do legislators
think THEY should be able to dictate what YOUR doctor tells
you?
- This
bill is embarrassing for our state, a clear example of ideology
trumping science. There was no scientific or medical evidence
presented at the hearing, only statements from Indiana Right
to Life propaganda.
- If
legislators really cared about fetal pain, then why would
they not also want to tell women that their fetus might
feel pain if they choose childbirth? The only way to prevent
fetal pain during birth is to completely anesthetize the
woman and perform a C-section.
Act
now to stop both of these atrocious bills! These bills will
be coming to the Senate Health Committee soon, and if they
pass there, their chances for success before the full Senate
are alarmingly good.
